We have a requirement from our client DOHMH The details are as follows: Job Title: Application Developer Job Code: 48160083- HIV Job location:- New York, New York 10007 Duration: 2 Years Start Date: JOB DESCRIPTION: SCOPE OF SERVICES Project Description The Bureau of Informatics and Information Technology (BIIT) is beginning development and implementation for 2 IT projects for the Bureau HIV Prevention and Control: (1) HIV Registry system and (2) HIV Nucleotide Sequencing system. Background BIIT provides customized software solutions to meet the unique business process and specific needs of DOHMH's Bureaus. BIIT is undertaking the development and implementation of two major projects (1)HIV registry system and (2) HIV Nucleotide Sequencing system, for the Bureau of HIV Prevention and Control (BHIVPC). HIV Registry: BHIVPC is dedicated to the prevention and control of HIV and AIDS in New York City. The Bureau’s HIV Epidemiology and Field Service’s unit achieves its goals through surveillance, provider outreach and direct patient contact. Diagnostic providers are required by law to report all new diagnoses of HIV and AIDS, as well as all new HIV-related illness. Laboratories are required to report all positive Western Blot results, all detectable and undetectable viral loads, all CD4 counts, and all viral nucleotide sequences results. Surveillance involves investigating reports from providers and laboratories for HIV-related information including risk factor and date of initial diagnosis, and actively searching for unreported cases diagnosed in hospitals, clinics, doctors' offices, and community-based organizations. To facilitate these activities BHIVPC and BIIT are in the process of replacing the existing HIV patient registry, an MS-DOS based system, with a commercial off the shelf (COTS) product. The objective for this project is to obtain consulting services in order to conduct and document the business analysis and functional requirements for the HIV Registry. Nucleotide Sequencing System: BHIVPC’s Epidemiology and Field Services unit is also responsible for monitoring drug resistance among reported HIV cases via mandated laboratory nucleotide sequence test results. Public health agencies will benefit from improved information for planning HIV/AIDS-related care, supportive services and prevention services. The examination of geographic differences and trends in resistance patterns may eventually be valuable to physicians, providing them with information that may help guide HIV treatment practices. BIIT and BHIVPC have acquired software from Stanford University which interprets nucleotide sequence test results. The objective for this Nucleotide Sequencing System is to obtain consulting services to implement and deploy the software. Scope of Services The scope of services for the HIV registry project is to define and document the requirements for the new system. This includes working with BIIT technical staff and BHIVPC subject matter experts to conduct and document the business analysis (to document the current process and re-engineer the proposed system), and documenting functional requirements. The work takes place primarily on-site at BIIT Central Office and meetings at BHIVPC Central and field offices (if necessary). The scope of services for the Nucleotide Sequencing system is to implement and deploy existing software. Application development services will include the ability to document the technical specifications, implement and deploy the software. The work takes place primarily on-site at BIIT Central Office. Overview of Project This project will deliver the following phases involved in implementing the HIV Registry: business re-engineering and functional requirement documentation and for the Nucleotide Sequencing System: system design and development, implementation and deployment. The specific deliverables will include but not be limited to, writing, compiling and/or indexing a variety of documents DUTIES AND RESPONSIBILITIES: 1. Technical Specification document – document Stanford’s Nucleotide Sequence software application architecture and design as well as database and data model design 2. Application Development – implement and deploy Stanford’s software solution at NYC DOHMH. Required Skills:- At least 6-8 years documented hands on experience in application development, following formal training. A Baccalaureate degree in computer science (or the equivalent) from an accredited college and four years of experience with computer applications programming, systems programming, computer systems development. Candidate should be versed, at an expert level, with the following concepts/ technologies: J2EE, Web-based application development (Java/JSP), Enterprise Service Bus, XML, XSLT, relational database management systems, and SQL. The candidate will also be responsible for reviewing and developing detailed system specifications and modifying existing applications to accommodate changing business needs.
