  Job Description

Tool experience a must: ? Geo Plan, Atoll, Site Tracker, Ops Tracker, Fuze (mandatory, but we can also train) ? Net Sites, Net Docs – Helpful but not required. Direct, and Indirect Support to RF Design and Real Estate teams. Submitting documents for all Projects (New Builds / Mods / Small Cells) into Regulatory for Approval: -Adding / Removing Spectrum in Geo Plan to reflect all Licenses in the MSA/RSA. -Overlaying coverage into Adjacent Carrier Markets to confirm extension requirements and mitigating issues. -Checking ACL’s, Tower Heights, Azimuth’s, Elevation in Design Tool and Verizon Regulatory to ensure Compliance and mitigating issues. -Processing AM orders for sites requiring Pre & Post AM Mitigation. -Processing RF Emissions requirements. -Validating Bandwidth and mitigating overshoots with all New Builds. -Processing FCC ASR’s, FAA Determinations, AIRSPACE, 1A’s and mitigating issues with Real Estate / RF. -Verifying NEPA data is consistent with Antenna Designs, FAA, FCC, VzReg and mitigating issues. Post Construction for New Builds / Carrier Adds -Verifying Antenna Models, ACL’s, Azimuth’s installed were approved by Regulatory and mitigating issues. -Insuring Structure Heights and Overall Heights are in accordance with Regulatory, FAA and FCC approved heights, mitigating issues. -Confirming Construction Closeout Packages contain all required Regulatory data. -Ordering Post AM Station Pattern Measurement requirements. -Ordering Post RFE Compliance Reports and uploading final report into Ops Tracker databases and Siterra Close Outs. New License Adds(AWS-3 planning) -Running required coverage in Design Tool for all sites within the Market Boundary and removing sectors overshooting into adjacent Markets. -Submitting final Sector Lists to Regulatory. Consent Decree - Ongoing Uploading RFE Reports into Ops Tracker Database and checking the required fields to trigger HQ Review. Direct Support to RF Design and Real Estate teams. We are constantly struggling to maintain workflow for Network Expansion, New Builds and BAU Compliance tasks. For example, this week Kimberly has been out 2 days this week and we have completed 1 of 33 sites in our queue. With both resources here, we could have met this target. ? The new HQ Direction (enforcement) of delivering Annual RF Emissions letters to 200+ rooftop owners based on RF Emissions Audits will commence in a few days. This was not required for the Consent Decree in 2015 but is a 2016 requirement and going forward we are required to deliver them every year as well as account for 2 annual inspections. ? 850MHz CDMA to LTE is in the early stages of planning with adjacent carriers in Texas & Louisiana and will be a time consuming event. ? Close out Tasks verifying completed Projects are in compliance have ceased since the NWF migration. We have over 86 completed On Air Projects that have not been audited due to departments not completing tasks. ? We are in the process of auditing a test site for Siterra functionality to get the Project work flow standardized in RF Design. ? Projects from NWF arrived in Siterra with tasks completely NA’ed which will require further bandwidth to correct, one project at a time. ? Process all PO’s for the Design Group. Provides detailed continuity with all aspects of RF Regulatory Compliance. ? 12 RF Engineers have different levels of attention to detail, experience, and follow through pending work load. Tasks get pushed aside in this fast paced environment and forgotten, to be found normally in HQ Audits. ? 27 sites were constructed or modified without any AM due diligence in 2014mid 2015. ? Annual Audits of rooftop sites were ordered, received, filed and never acted on for over 75% of the rooftop sites. ? Many New Build rooftops had never had compliance work initiated at all. The Pre RFE Report was completed, uploaded into NWF for HQ Approval to build, the site was built and RFE was never triggered. ? Many AWS Carrier adds were overshooting into adjacent markets without any attempt at Extension Agreements. We pulled many of these back with the RF Engineers. Some already active that were caught in the close out task. ? Projects submitted without all Spectrum. We filed over 4000 sectors for expansion to cover New Spectrum and worked with RF Engineers when spectrum was omitted from their Projects. Increases Productivity of the RF Design Group by alleviating time consuming Compliance work. ? RF Regulatory completes mitigation on all sites with AM / RF Emissions Compliance Issues. Order services, track to completion, submit to HQ with all required Compliance documentation and close out PO’s. Order final services when the Project is activated upload the required Compliance documents and close out the Project. ? Submit all New Build sites to HQ. ? Submit mods Projects that do not require Compliance to HQ to meet RF Deadlines. ? Greatly reduces Compliance Issues that could be costly leading to increased workload and delays in Network expansion. Daily activities are highly fluid from mitigating and submitting Compliance sites to HQ Regulatory as well as completing sites not needing compliance for RF Engineers when short staffed trying to meet other deadlines. Talk about the daily activities…like, walk me through what they do throughout the day, put time to each objective, a run rate per resource, and make the point that if one resource only, we fall behind (if that’s true), and with two resources, we are able to maintain momentum (again if that is true). ? Daily activities are to mitigate and submit all sites with Compliance Issues to HQ for approval to build, and perform post activation mitigation on all completed Projects for final submission to HQ. ? Today we are responsible for delivering over 200 Annual RF Safety Letters to the owners for all of the rooftop sites and ensure Ops Tracker is updated for reporting. This will take many months to complete and is now an annual HQ Requirement that will never end. ? We are also in the early planning stages for 850 CDMA to LTE Extension Agreements throughout Texas and Louisiana covering 38 Licensed Areas. ? Having 2 highly trained Contractors to offload RF Design and perform last minute administrative tasks provides RF Design a valuable daily resource. How come? RF Design is able to focus 100% on designing the Network and the existing Compliance burden are not an issue, distraction or left undone. ? Same for all the below…just be sure to really get to the meat of what they do throughout a given day. Talk about when Kimberly was out, that we fell behind on our given objectives (if that is true, what were those objectives/targets and what did we fall behind on…etc etc).
